1.2 trillion dollars

BUY AMERICAN CLAUSE --- PART OF MY TERM PAPER.

It's a huge issue out there so if you got no clue about it still, you are kind of lame.
Just read through it. Help you to see the big picture, for sure.
    --------------------------------------------------------------------------------------------------------------------------

On Jan 28, 2009, the U.S House of Representatives approved President Barack Obama’s $819 billion stimulus package, which indicated for the States the battle of fighting the current economic recession has formally launched. Despite the fact that the package still needs to go through the Senate for debate, one specific clause --- which is known as the “Buy American” clause by the public, has drawn quite much attention world widely. The actual clause, which is also known as the Section 1110 of the American Recovery and Reinvestment Act of 2009, bans foreign iron and steel in infrastructure projects backed by the $819-billion economic stimulus plan. It indicates all the iron and steel that may use in the 2009 U.S. infrastructure projects must be produced in U.S. The House bill also requires that the uniforms and other textiles used by the Transportation Security Administration be produced in the U.S. Moreover, the Senate is currently preparing a version of the bill that goes further to require that “all stimulus-funded projects use only American-made equipment and goods - everything from computer software to hard hats.” Chris Braddock, a policy director with the U.S. Chamber of Commerce said, "When you include all manufactured goods in these projects, you're talking about every shovel, every crane ... It's not just the steel going into bridges. Now it's the truck that is involved in building the bridge or the road." (PFNA)

Many countries have argued the movement of the U.S government regarding this clause may encourage global protectionism, which could lead to more severe damage to the global economy, that according to Paul Krugam of The New York Times, if every country were to go protectionist, 70 years of trade negotiations may be shattered. (New York Times) Although G20 countries had agreed not to adopt protectionist measures, this new American provision essentially amounts to an American economic declaration of war on the rest of the world, (Buiter) and could possibly trigger "a cycle of trade retaliation that would strangle world commerce and undermine efforts to end the global economic crisis."(Calgary Herald) The American Smoot-Hawley tariffs in 1930 triggered a wave of protectionism, turning the recession of 1929 into the Great Depression. (PFNA) On the other hand, arguments and critiques especially rising from countries like Canada, whose economy is seen having strong correlation with the U.S traditionally, that some of the business owners in Canada have shown “grave, gave concerns” towards the “Buy American” clause. (CBC.ca) As the top trading partner of the Canadian government, Canada exports about $6 billion worth of steel and iron to the U.S every year. The restriction on the market certainly would hurt the Canadian business in obvious degree, especially during the current economic crisis. Thus Canada's ambassador to the United States, Michael Wilson, has already started to personally lobbying the White House and presenting arguments that the plan violates the North American Free Trade Agreement. (CBC.ca)

On the other hand, the provisions have attracted a great deal of political support on Capitol Hill. Vice President Joe Biden indicated to the press, that he doesn’t see “there is anything anti-competitive or anti-trade in saying, we are stimulating the U.S. economy, and the purpose is to create U.S. jobs.”(CBC.CA) On the meantime, different voices also have raised from different U.S industries, that while steel, iron and textile manufacturers and labour unions strongly supporting a broader Buy American provision, large U.S. exporters, including General Electric and Caterpillar, have come out strongly against the measure, arguing that it could ignite strong retaliation against American companies overseas. (Washington Post)
